A COUNCILLOR has hit out at a decision made by licensing chiefs in Powys.

In an anonymous letter the councillor says, "Against all government agendas for unsociable and irresponsible behaviour related to alcohol misuse and binge drinking, Powys Licensing Authority have deemed it acceptable to allow a sixth alcohol off licence to be opened."

The councillor was concerned following the authority's decision to grant permission for a shop in the Crickhowell area to sell alcohol on the premises.

The councillor continued, "As a member of the council concerned with alcohol licensing I am under good authority that this addition to alcohol retail in Crickhowell has been objected to in writing by numerous people and organisations. The decision will contribute to the ever increasing unsociable behaviour caused by excessive availability of alcohol."

The councillor labels the decision outrageous and embarrassing.

A spokesman for the authority said, "Powys County Council, the licensing authority under the Licensing Act 2003 considers applications for premise licences which once granted would authorise the sale of alcohol, and/or regulated entertainment and/or late night refreshments.

"In determining an application for such a licence, the licensing authority must consider any relevant representations made by responsible authorities - such as police, fire, health and safety, trading standards, environmental protection, planning and children's services and/or any interested parties that reside or operate a business within the vicinity of the premises. Relevant representations must be based on at least one of the following Licensing Objectives, prevention of crime and disorder, public safety, prevention of public nuisance and protection of children from harm.

"The licensing authority also takes into consideration guidance issued by the secretary of state for culture, media and sport, along with the licensing authority's statement of licensing policy for the Licensing Act 2003. Powys County Council does not, at this time, feel it relevant to adopt any saturation restriction within the Powys area. Finally, Powys County Council, the Licensing Authority has recently granted a premises licence for a shop in the Crickhowell area, which authorises the sale of alcohol for consumption off the premises."
