BABY Harley Ruck was not on the Child Protection Register nor the subject of childcare concerns with social services, Monmouthshire County Council has confirmed.
The authority has said that it is working closely with Gwent Police and in keeping with the unexpected death of any child in the county the Monmouthshire Local Safeguarding Board will meet later this week to review the situation.
"We are aware of the tragic death of Harley Ruck and send our condolences to her family and this difficult time," said an MCC spokesman.
As the Mardy area struggles to come to terms with the tragic incident, shocked neighbours have spoken of the moment when 'all hell broke loose' in Abergavenny's St David's Road as police and paramedics fought to save the life of 11 month old Harley Ruck.
Gwent Police were called to the flat in the Mardy at around 5.30am on Saturday and administered CPR to 11 month old Harley who was later confirmed dead by paramedics after what her family have described as an 'horrific tragedy'.
"The police arrived first then the ambulance then all hell broke loose," said one neighbour.
A post mortem took place on Saturday and recorded that the baby girl had died of 'multiple stab wounds.'
A 22 year old woman, understood to be Harley's mother, Jade Ruck, was arrested on suspicion of murder and is currently detained under the provision of the Mental Health Act while undergoing medical assessment before being questioned by police.
In a statement issued through Gwent Police Harley's family said, "In the event of a horrific tragedy to our beautiful, happy, loving little daughter, grand-daughter, (great granddaughter) niece and cousin who was loved dearly and will be sadly missed by all around her, especially by her lost heartbroken mum.
Some 25 officers worked on the case with forensic teams working at the scene throughout the weekend.
A spokesman for Gwent Police said that no-one else was being sought in relation to the death which he described as a 'tragic incident'.
"This is a domestic incident and there is no risk to the wider community'" he said.
DCI John Williams said that inquiries into the incident were continuing and urged anyone who may have 'crucial' information regarding the 'extremely distressing' incident to contact Gwent Police on 01633 8389111.
He stressed that there was no risk to the wider community but did urge anyone with information to contact the police as soon as possible.
