Landowners, farmers, camp operators and rural businesses across the area are being reminded of important changes to planning rules for temporary camps coming into force this week.

The Welsh Government has introduced new permitted development rights for temporary camps which change how they are operated and regulated across Wales. The changes are designed to support tourism and ensure that camps are managed safely and responsibly.

Under the new regulations, temporary tent camps will be able to operate for up to 60 days per calendar year, compared to the current 28-day allowance. However, sites located in National Parks, National Landscapes and World Heritage Sites like Blaenavon in Monmouthshire will continue to be limited to 28 days per year.

From Tuesday, September 1 , anyone wishing to operate a temporary camping site under the new permitted development rights must first notify their local planning authority to determine if Prior Approval is required.

New notification process

Before opening a temporary camp, operators will need to submit information to their local planning authority, including:

  • A plan of the site.
  • Details of plots and amenities.
  • Information on toilet and wastewater facilities.
  • Waste storage and disposal arrangements.
  • Access arrangements to the highway.
  • Proposed implementation dates.

Ensuring safe and sustainable camping

When considering whether Prior Approval is required, planning authorities will assess issues such as wastewater management, litter disposal and vehicular access to ensure that camps operate safely and without unacceptably affecting neighbouring communities, the environment or the highway network.

Powys County Council's Cabinet Member for Legal and Regulatory Services, Councillor Richard Church, said: "These changes introduced by the Welsh Government provide new opportunities for landowners, farmers and rural businesses to support our thriving visitor economy. At the same time, the new advance notification and approval process will help ensure that temporary camps are operated responsibly, with due regard to protecting the environment, highway safety and the interests of local communities."
