MONMOUTH AM Nick Ramsay has been accused of giving the appearance of being drunk during a debate into mental heath issues at the Assembly on Tuesday. Labour AM Julie Morgan confirmed that she had referred a complaint about the conduct of Conservative AM to the assembly's presiding officer after being contacted by constituent who said that Mr Ramsay appeared to be drunk in a debate on Tuesday. The constituent said his contributions, in a mental health discussion, were "slurred, incoherent and insolent". Her complaint will now be referred to the presiding office Dame Rosemary Butler for further consideration. According to the Code of Conduct for AMs, "Assembly Members should at all times conduct themselves in a manner which will tend to maintain and strengthen the public's trust and confidence in the integrity of the assembly and refrain from any action which would bring the assembly, or its members generally, into disrepute." The Chronicle contacted Mr Ramsay's office on Monday and a spokesman declined to comment on the allegation.
