REVISED plans to expand a glamping site previously rejected over fears of late night “shenanigans” have been put forward.

The proposal to increase the number of shepherd huts in the field, which also houses alpacas, and add bell tents has been rejected on two previous occasions.

Councillors said they feared residents of one nearby home, Amberleigh House, could suffer increased noise from the proposed expansion which would have allowed the site to accommodate up to 28 people at any one time.

When Monmouthshire County Council’s planning committee rejected the application in July 2025 Councillor Dale Rook said: “Tents are naturally not soundproofed so any shenanigans going on inside will be heard in the wider vicinity.”

That decision was then upheld after applicant Elizabeth Pengelly, of Cwtch Glamping Ltd, appealed to Planning and Environment Decisions Wales which also rejected the plan for the site, Swallow’s Nest field, at Parc Llettis Road in Hardwick just south of Abergavenny.

Ms Pengelly had also submitted a new application and further revised her plans following advice from council planning officers and after the appeal decision was issued in June this year.

The application, which is now for one additional shepherd hut in addition to the two on site under a rule that allows for temporary use, is now recommended for approval when it goes before the council’s planning committee.

The application also proposes a washroom, which like the huts, is on wheels and portable meaning the whole development could be removed and a timber animal shelter.

When the application was refused on appeal independent inspector Lowri Hughson-Smith backed concerns over the impact of noise on Amberleigh House.

In response the latest application has proposed moving the parking area to a site closer to the applicant’s home while a guest policy sets out rules visitors are expected to follow.

Those include quiet hours from 9pm to 9am when guests are asked not to make noise, a ban on the use of hot tubs during those hours and a last check-in of 10pm.

Other measures include a maximum of two adults per hut and one with room for a child as well, with a maximum of 10 occupants at any one time.

No amplified speakers or generators are to be used on site by guests and rules will be displayed in the huts and when booking while the owners will be a point of contact for guests and complaints will have to be investigated.

The local Gobian Fawr Community Council has maintained its objections as have the owners of Amberleigh House who’ve said on “numerous occasions, visitors have knocked on our door late at night seeking directions to the campsite”.

Other complaints have also been listed among the 14 objections received by the council.
